One has to ask why?? Why no allocation of future capex??
Is it because of the potential WDS merger talks, Gallagher thinks, well there's no point in spending on Dorado if this will happen. Interesting the article was written when the proposed talks actually started according to Gallagher.
Or, do they have a buyer for the whole project in the wings, contingent on approvals.
