I bet most are not strictly non-combatants - certainly all are Iran/Hamas human shields - and many would be paid Iran/Hamas foot-soldier functionaries supporting the Iran/Hamas official warriors
Somebody on another thread or diff forum made the point that in 1945 nobody regarded Allied bombing of German cities killing civilians to be a war crime - the position adopted was that they were all culpable in Hitler/Nazi monstrous crimes
I think there is a parallel there to Iran/Hamas/Gaza/7 Oct 2023
