I met an Australian tradesman that did some work on the fertiliser plant at Acacia Ridge. The Chinese imported workers with little skill and the plans and all the tumblers were all imported andhad very little idea how to setup the plant and many errors were made. They had no council approval and not one building inspector looked at any of the progress that was happening.
They wanted to transport the phosphate from the up north Qld by truck to Brisbane but realise they didn't have the permits to transport it appropriately. Basically the Chinese thought they could just walk in and set up a fertiliser plant in town and do what they wished, like they do back home. The plant did not have any environmental impact studies or containment areas. It was basically a complete waste of millions like the rest of China and their ghost cities.
