try and think about what kind of environmental impact the EIS might have on sschedule, and secondly, have a look at the impact of an out of balance environmental response might cause the projects viability. Look at something like the Gunns mill and the Gorgon project and how much of a focus there was on those projects by the Minister to approve them.
Hence, it is a very important fundamental step.
