Couldn't find the one I read before, it was on Bloomberg a few months ago, as I can remember.

Did a search and found a similar one, I guess they are based on the same source of data. Quote:

"Although individual tourist visas were previously issued only to wealthy Chinese, the rules will be relaxed in July in a move expected to see the number of households eligible for visas explode ten fold to 16 million."

Chinese tourists are really the game changer nowadays. Taiwan opened to Chinese tourists since July 2008, now they are driving the tourism industry there:
