Not sure if you have seen the major S/H for this stock, but its China Huanqie Contracting and Engineering Corporation which holds a majority 19.89% stake!

One has to wonder that this is either a bloking stake for a major takeover or another Chinese company positioning its self to takeover another small ozzie with a bright future to help feed the Red Dragon!
