    I wish you were right, but i fear that the Bigger picture (in rudds mind after the G20) will be not weather it makes sense - but more "lets find a project ready to go so we can save the world economy" "damn the expense we have to do this"

    The thing is the gov'ts in the G20 have convinced themselves that the only entities getting credit these days is government- so they collectively need to find infrastructure plays that are
    a. big
    b. ready to go

    Water as an alternative would be bogged down for too long as it is too complex an issue. So even if the money was there to spend there would not be a clear cut way of spending it.
    The NBN is different. it can be started quickly and will be able to progress without a hiccup if it is started. the problem comes down the track when the economics kick in.
