IIRC when PRR did a dual listing on the NASDAQ, they had a 'market maker' (Bank New York Mellon) that would buy the shares on the ASX and sell them on the NASDAQ. Initially the only way to buy the NASDAQ securities were from BNYM, but as more folks bought them trading gradually commenced between holders. Was a small spike as BNYM bought up stock to sell, but it was short lived.
DTE may do it differently.
