What does exact Meanings of Dividend Payment Postpone?

CFE announced on 23 Jan 2015 as follows:
"the Board also determined it prudent to postpone the second dividend payment to shareholders scheduled for payment on 27 February 2015. The Cape Lambert board believed that postponing the upcoming dividend payment was a sound financial decision at an uncertain time in the mining sector. Cape Lambert will advise on a rescheduled timeline for this dividend payment in due course."

CFE postponed only dividend payment and reschedule of timeline for dividend payment in due course.
Thus in my opinion,ex-dividend date should be today.
