I beieve that the JV (IMO) has to see the FP#1 as a medium to long term , due to the slow rate - but nevertheless commercial flow in the lowest layer. They have to wait until this bonus find has ceased to enable them to work on their initial plan in the upper layers. As they cannot actually define a date as to move on to the upper of the FP#1, their target is now for FP#2, where, in the mean time, can move on in search of securing another commercial o & g - and this time a short to medium term gain as the JV initially planned. (IMO) . At the moment, they are slowly commercial, and the JV are thinking of utilising their time effeciently, to search for the other income stream.
