Anyone can do it if they want to - if you want to keep an order open to either buy more or reuse later to cut down on commission costs.
If someone puts an order in after you in the queue at a certain level, you can increase your bid by 1 and that 1 share will go into the queue following the other persons bid (ie. the end of the queue).
The only time this would not work is if there was someone who wiped the line.
If you have 1 share left in your order, you can retreat it to a level away from the action and reactivate with more volume at the market prices later.
