No the pricing structure or should I say free portion only allows a "teaser" of use per month.
Modules are only in preview mode but seems easy to use and build apps gives a strong indication of a new era of apps but could go the way of ms health data

For what its worth I use Visual Studio 2015 Community Edition running on Windows 10 Pro Insider Preview Build 11102.rs1_release160113-1800 and all seems OK
May lead to a plethera of ai and neural net apps for mobiles which may get clunky without a coprocessor especially with the communication overhead.
Given microsofts api and server model for Project Oxford maybe this is why the concentration on the release of the sever model by BRN before the BDK and EDK.
