It's symptomatic of the duplicated layered system of beaurocratic management in this country...Noone wants responsibilty for actually making a decision, so it is handballed continuously and eventually just falls through the cracks
Then everyone is happy....they continue to draw fat salaries for doing nothing and their jobs are secure
