Those conditions absolutely did exist. it was at the exact same time we were considering Japanese submarines on the basis of US-encouraged geopolitical considerations about China. The same geopolitical 'reasons' given yesterday could have been given to the Elbit/Singapore Technologies bid (have a look at some of the familiar names on that one).
Again, the only strategic relationship that counts is the US. Don't underestimate the risk of Hanwha, and Rheinmetall, going the way of Naval Group
