Rare earths minerals has economic power - i don't like the idea of the country utilizing that and by offshore processing we help to alleviate that from happening.
imagine two years later post processing in the country , the company gets a rare earth export tax, then a environmental tax.. then another tax or fee and eventually the company has little value.
i would want to see a robust agreement with mutual benefits than one that's met a deadline but longer term carries a greater risk.
