I'm just going to play devils advocate for a second:
Visa and MCard both currently operate on 55 days interest free for all purchases, so what's to stop them offering split payments on these for purchases under $500?
Having said this, the process to get a credit card is far more complex than getting APT - it's unlikely that V or MC will grow their market share with this approach - my understanding is that most people using APT typically can't get a credit card.
