Clinton should have chosen her words more carefully but clearly she made that statement while discussing a situation where Trump loses the popular vote and loses the electoral college and he takes it to court.
She is only saying Biden shouldn't "concede under any circumstances" within the context of a court battle that Trump instigates if he loses.
Which he has threatened to do.
