    It looks like that ANS/WAPRC justified their outbound investment to China NDRC using SDL project with the mining permit in Congo. Out of 100 million requested by ANS from WAPRC, $29 million is allocated to SDL to acquire 50.2 per cent of equity ownership of SDL. The remaining of $71 million may be kept in ANS for SDL. If ANS/WAPRC can obtain the China NDRC approval solely based on Western Australia projects, they have already done it 9 months ago but they were not able to lodge the outbound investment to China NDRC without SDL project. If the outbound investment for SDL project is granted, the companies must strictly follow it. There will be a very heavy penalty/punishment imposed by Chinese Government to any Chinese companies who violate the outbound investment approval. So your conjecture is less likely to happen that $100 million will be ended in WA projects.
