The holders get issued the shares. Those who have loaned out their stock are not the legal owners, so they don’t get issued anything. The loan agreements provide for corporate actions on the underlying stock to be applied on the stock loaned. This means for example that you still get the value of your franking credit, even if you have lent your stock.
