There will be a preferential share allocation for the IPO; holders of QBL will be able to buy MCL shares on a pro rata basis (e.g. holder can buy 1 share for every 5 owned) however the ANN mentioned that the holding time of QBL may also play a role.
QBL holders will benefit from holding shares (as QBL have a 55% interest in MCL) as well as buying MCL stock that is offered to them.
