true enough King. I spent 3 weeks in the south of Japan in 1986 and lots of the people there were wearing masks out on the streets - particularly so if they had a cough . It was considered the right thing to do, but to me that’s quite different to requiring everyone one to wear them when in public , let alone making it mandatory!
