I agree completely that Labor will make it an election issue. I also think that Turnbull (and a few of his 'moderate' colleagues) would also dearly love to legislate it. Turnbull's problem is he has a lower seat majority of 1 so he's completely dependant on the conservative wing to stay in power. There will be open revolt from that section if he goes off on a self satisfying frolic with this issue - the conservatives will use his election mandate of a plebiscite to justify their stance.
So no - I don't think he has the guts to do it knowing the sxitstorm he would have created. Its going to have to wait for Labor to get back in power to have a chance.
