As the money will paid directly to individuals they will have their welfare cut off until the money runs out. In the case of the tens of millions paid out in mining royalties to Aboriginal Communities, that money is paid into a trust administered by the Aboriginal themselves and that allows the tribe to stay on welfare. I have posted another link just to show how "Successful" that method is. The graph shows where their priorities lie when it comes to distribution of these monies.
