my "Guess" is that a complete restructuring of some departments within the business will/has began.
With the Royal Commission completed, and now with most financial institutions now impeding mortgage's and loans to customers with their aggressive borrowing calculations , Financial service/broker companies needs will be on the increase. hence why the report states undervalued.
So it may be a good time to purchase, but investors maybe looking at the RSI which is sitting around the 55%, and will be looking for 30% of under?
