The state government has said Restart NSW will be funded from proceeds of the $1.2 billion long-term lease of the desalination plant.
It will use the funds to fix the state's infrastructure including roads, schools and hospitals.

Really,why not run the ruler over it properly,what price of insurance?, perhaps it may be fiscally neutral,more negativety.
