Leaping A the only thing that will get the "involvement of europe etc" is that a ebola outbreak in southern sudan threatens to infect millions and spread into a nightmare global epidemic with a kill rate of 96% if untreated - this would stir them into action - perhaps some bioterrorist would be more comforable letting a bit of ebola lose in sudan than downtown new york ? interesting how again the UN is so large and distracted by competing interest to act to stop the sudan slaughtering. though it will be good for further spreading of AIDS.
