If you look at the announcement for the SPP, you will see that they are initially allocating 62.5 million shares for the SPP plus the right to allocate another 27.5 million shares in oversubscriptions. That is to say, it would appear that you could apply for more than $5000 worth of shares if you wish.
The 62.5 million roughly corresponds to the number of cancelled shares as a result of the announcement on October 4. So there effectively will be no additional shares issued, allowing them to raise the money without increasing the market capital of the company.
More importantly, however, I would suspect that the provision for oversubscriptions is there for a good reason. The opportunity would exist for somebody to offer to take a large holding in the company, via any shortfall in the SPP plus the oversubscriptions allocation.
I would not be surprised to see a significant new shareholder appear on the register after this SPP.
