I can't help feeling that the only way to stop it would be to have all ISPs in the world agree to an email rule:

The rule:
Emails cost a small agreed amount to send - let's say 1/10 cent per intended recipient. Payment must be made before the email is sent. You set up an account, and you keep it in credit.

For normal users of email. 1/10 cent is peanuts. Your total monthly bill will probably be no more than 5 cents. But for spammers, the cost will be huge. It would take a lot of penis enlargements to justify sending out the emails indiscriminantly to every known email address in the world.
