I'm not sure if it's what you are getting at nicky but something big just clicked in my head... Sonangol has been trying unsuccessfully to get partners to invest in their refineries for years and even attempted to tie offshore concession rights to that investment... I don't think this refinery is either of the one's slated by Sonangol because the numbers are wrong... But perhaps CVI have just slipped in the back door and got a refinery off the ground as part of the deal to get onshore concessions...

Large oilers have the leverage to say no... Cityview doesn't necessarilly but proving they have the 'deal flow' to get it done they may have assured themselves a prime place on the onshore concession list...
