State governments need to follow the example of the UK. They need to set up bigger satellite cities so people don't have to cram into major cities. They can start buy moving government departments to regional cities, which will then mean employees relocate and soon enough private businesses will shift to these regional cities due to cheaper costs and enough skilled labour.
