From a "Take an investment position in..." perspective - nope, to take a simplistic view nor is the next step of mezzanine funding nor the next step of venture capital nor perhaps even the next step of Private Equity. By the very short term nature of their intent is typically less than what would be considered a strategic period (i.e. grater than 5 years).
From a "Being a recipient of an capital investment in..." it could be seen the reverse where a company secures an investment from another party and that investment is considered strategic to their intent.
From an investor perspective you can cut it and view it which ever you want to justify a point of view you choose to take.
Personally I think the cost, the timeframe and the expected return makes "angel investing" anything but strategic. In fact it makes them predatory, opportunistic and sadly many have questionable ethics or interest. But not all this way.
