If two persons in need, with the same level of need, say income support to study, apply why should there be a difference based on race?
At the moment the child of a wealth aboriginal bureaucrat in Canberra is entitled to abstudy while poor whites are not.
Mechanisms for equality of opportunity should be based on need not race.
