Not necessarily. The money can act as an incentive for those who feel they have psychic ability to come forward and put their ability to the test. Many did, all failed to demonstrate an ability they claimed to have. Ability that if real, should be demonstrable.
Of course, some say the those with genuine ability have no desire to demonstrate their ability and are not interested in money, but that comes across as a convenient excuse.
