WILMINGTON | There appears to be little concern about GE Hitachi’s planned uranium enrichment facility here if the turnout at a regulatory meeting Tuesday is any indication.

At a lightly attended environmental impact meeting Tuesday, the Nuclear Regulatory Commission began the process of getting public input on a request by a unit of GE Hitachi Nuclear Energy to operate the new-technology laser enrichment facility on the site nuclear fuel rods have been assembled for 41 years.

The process began when Global Laser Enrichment (GLE) – a business venture of nuclear power plant builders GE and Hitachi and uranium miner Cameco – submitted an environmental report to the NRC Jan. 30 as one part of an application for a 40-year license to construct and operate a laser-based uranium enrichment facility at the existing fuel manufacturing facility.

Tuesday afternoon’s meeting at the Warwick Center at the University of North Carolina Wilmington featured NRC officials explaining the licensing process, which is expected to take about 30 months. They pointed out that there will more meetings along the way and noted the public has until June 8 to file comments on the environmental impact of the proposed plant.

A year ago the commission approved the company’s request to operate a laboratory-scale test loop to demonstrate the laser process at the Castle Hayne site, NRC Licensing Project Manager Time Johnson said Tuesday.

GE Hitachi expects to have that test loop in operation next month, noted Tammy Orr, chief executive of GLE.

There were few public comments on GLE’s plans and most of them commended GE’s corporate citizenship during the four decades it has operated in the area.

The first of these was from New Hanover County Commissioner Robert “Bobby” G. Greer who stated “all I hear is good things” about GE’s operations and pointed out that “since they make fuel rods out there, (the fuel enrichment) seems like a good fit.”

Wilmington resident Bill Fizpatrick said he hoped the NRC’s environmental impact statement will take into account the hurricanes that hit Southeastern North Carolina from time to time and asked what transportation options are being considered.

GE Hitachi spokesman Ned Glascock said enriched uranium is now delivered to the site – and fuel rods shipped away – by truck.

Former Gov. Mike Easley announced last summer that GE Hitachi would receive about $25.7 million in state incentives over 10 years if the company invests up to $900 million in the plant and hires hundreds of workers. New Hanover County also is providing $10 million in incentives spread over 12 years.
