It's an interesting concept chyka, and one I've thought about. The government could approach the investment in a few ways and benefit massively from it.
The GST, payroll & flow on effects just from construction would be huge. Factor in a royalty & 900 full time jobs for 15 years and you have a winner.
How could the investment work? Perhaps a small equity stake attached with a government backed loan (low rate). Could raise $125m easily, and the state would recoup within 2-3 years.
Other options, reduced royalty regime (like they struck for Olympic Dam), investment in the port and surrounding infrastructure )lowering our caper but improving the region.
It's an interesting concept chyka, and one I've thought about....
