Will this be enough to not need to raise funds? I suppose they hope so. I am not familar with the balance sheet. The chart may offer some hope to holders. Some good signs but the market may have different ideas.
Notice that the sp followes the vol trend. Vol down sp down, vol up sp up. The vol needs to turn and then there is every reason to be happy, at least in the short term.
