I think when they say they need to establish their supply chain they mean sign contracts with someone who can supply them.
I don't think they would take deliveries or pay any significant amount of money until the plant is turned on and using fuel (even with the 90 day rule they wouldn't stockpile much more fuel than that). In 2030 that may be significant, but it by then it will be the difference between succeeding big and succeeding bigger (but it won't come at a time which would help us from avoiding potential failure).
