The main high-end encryption hardware suppliers I know are IBM (USA) and Thales (France). Then you have the intergators like Safenet (and also IBM and Thales). Then you could also consider the network hardware companies that would like to integrate the technology like CISCO, NORTEL, LUCENT, etc. You also have the defence contractors like Northrop Grumman IT, etc.
The potential list of interested parties could get quite large if it gives them a technology differentiator.
