The article is harsh but is saying a lot of things that have literally happened:
- touted resources that turned out to be not valuable (they literally screened the periodic table to find something to sell and wasted a lot of money doing it)
- multiple pivots (initially mining to make graphene, then using the graphite to make batteries, now not needing it)
- endless bag of MoUs that eventuated to nothing
it's unfortunately the truth.
