Don't think we are likely to get an estimate, it will depend purely on the decision of the gov dept dealing with the upgrade.
I am not even willing to hazard a guess due to certain backlash from a recent poster, however, I am prepared to post that I am confident that your estimate will be surpassed.
The progression of the data will in time lead to further upgrades, and dependant upon the cost/timeframes, further chambers are sure to improve the upgrade to a much higher %.
