what is it with lei?

What on earth is going on with this stock? SP moves widely in both directions with an emphasis to the south, and the more announcements made about multi million dollar contracts the weaker it seems to get. Can only conclude some shorting type hedge fund has this one by the short and curlies.

Whilst the miners have all been a bit off colour of late those companies providing services to the miners such LEI shouldn't really be affected.

Appreciate any observations on LEI. I am thinking out should it be allowed up near $23.50 again.
