    No ... it's just due to buyers in the closing auction wanting to pick off the shares available at the lowest sell price in the closing auction. If they bid for more than are on offer on the lowest prices, they would have to pay a higher price for all but by making sure that they bid for all minus one, they pick up whatever is available cheap.
