the Labs did announce the intention is to build up hydrogen as an export substitute for gas and rare earths/battery minerals to replace coal. copper and lithium particular. and green steel.
but so far they've only promised tax concessions to Rinehart and Forrest for their efforts. I haven't read anywhere that the supposed 'value-adding' manufacturing has had any uptake as yet.
