This Mexico deal isn't worth anything until its a binding contract( Binding contracts usually have a $Dollar figure attached to it)

Why did they feel the need to announce this now? When they knew very well that to make this deal binding, they need to agree on commercial terms and pass the relevant building codes in Mexico first, which is two years away
What is there motivation to announce this now?
