No, the company may have a value of that in the future if it gets financing and everything proceeds as the company plans. That valuation has to be discounted heavily due to the risk of not obtaining finance, along with other risks of the project not going ahead (environmental/regulatory).
Those NPV calcs are done on the basis of key assumptions, which may never come in to fruition and really should be used as an upper ceiling of the worth of the project (and therefore the company) and not a bottom floor.
