It's not necessarily "Capital" they have available to return though, that's a whole different set of taxation issues, plus Capital requirements that are needed for the banking part of the business.
I'd love to get the cash back (as would many of the T20 holders!), but I also don't want a big tax bill when money can be used more efficiently.
