I disagree. They have been dealing with Capricorn for 20 years and have been working on the new agreement for the past couple of years. I get the feeling that it will be announced very shortly, before the expiration of the current 8 week stage 1 deal.
I also don't think this will be similar to a franchise like Carpet Court. I think it will be a far simpler process.
