    Let me give it a shot....

    Phase 1 enrolment is not yet complete after 4 years...

    Statistically there are 70% failure chance to even make it to phase 2...

    Even if they do make it, it will be atleast another 4 years (going by track record) of completing phase 2....

    So for now... it's all blue sky and happy dreaming.... pump up anyone???
