There is not only those who refuse vaccination but those who for other reasons can't have the vaccination and those who are fully vaccinated but still get really sick(breakthrough cases). The answer is early treatment by using a combination of readily available repurposed drugs as is now being done in many overseas countries. This avoids hospitalisation and death for these people.
