I recon they will still buy it in China even with a Tarif on it. They love the product/brand/prestige and love showing it off as an example of success. This might even hype it up a bit more and make it more exclusive! They are buying penfolds at the end of the day not some cheap red from Chile and they will pay for it. Some lesser Aussie brands will really struggle, but not penfolds.
